Bloctel is abolished. Here is what replaces it.

Since August 11, 2026, the question is no longer "is this number on Bloctel?" but "has this person given me their agreement?". The business guide, and a tool to decide in thirty seconds.

What changed on August 11, 2026

For years, the rule was simple: you could call an individual unless they were registered on Bloctel. Law No. 2025-594 of June 30, 2025, reversed this logic. Since August 11, 2026, you can no longer cold call a consumer without their clear, prior, and provable agreement.

Decree No. 2026-662 of July 23, 2026, specifies how to collect, store, and withdraw this agreement. Before requesting it, the professional must state who they are or who they are calling for, the purpose of the calls, and the validity period of the agreement. They must be able to prove it and allow for simple withdrawal.

And for B2B teams?

Cold calling targeted by the Consumer Code concerns consumers. Calling a manager or buyer regarding their business remains possible. GDPR continues to apply: known file source, clear introduction from the first sentence, and immediate cessation of calls upon request.

Four habits to adopt now

  1. 1Separate professional contacts from individual contacts in your files.
  2. 2Record the source of every import and, for individuals, the proof and date of their agreement.
  3. 3Maintain an internal opt-out list, consulted before every call.
  4. 4Never hide your number and introduce yourself within the first few seconds.

Frequently asked questions

Does Bloctel still exist?

No. Since August 11, 2026, cold calling consumers requires their prior agreement: the Bloctel opt-out list no longer serves a purpose and has been abolished.

Do I still need to check my files against Bloctel?

No. The question is no longer "is the person registered?" but "have they given me their agreement?". Without provable consent, an individual must not be cold called.

Is B2B prospecting affected?

Prior consent targets consumers. Calling a professional regarding their business remains possible while complying with GDPR, notably the right to object.

What hours can I call an individual?

Decree No. 2022-1313 limits consumer cold calling to business days, from 10 a.m. to 1 p.m. and 2 p.m. to 8 p.m., excluding Sundays and public holidays, and to four solicitations per 30-day period.
